摘　　要：制定彰显大学特色的章程,应该对大学特色、章程特色等概念形成共识,并制定判断大学章程特色性的若干标准,继而设计体现大学特色的章程框架。在此基础上,妥善处理好既有规章制度与大学章程之间的关系。To formulate the charter which highlights the features of the university, firstly, we need to consensus on those concepts such as university features and charter features. Secondly, we should form a number of criteria to determine whether it really highlights those features. Then, we need to design a framework to reflect those features. Based on those above, we need to properly handle the relationship between existing regulations and the university charter.
