长江中游城市集群建设的金融支撑——基于发展极原理的分析

摘　　要：长江中游城市集群是促进中部地区崛起的重要发展极。发展的战略设计要考虑"非均衡发展"和"协同发展"的辩证统一,需要强调"非均衡发展"只是手段,"协同发展"才是最终目的。实施这一战略构想的有效方法就是在区域内建立多层次的发展极。长江中游城市集群发展的金融支持应当考虑这些多层次发展极的深刻内涵,充分发挥金融机构对不同层次发展极的支持作用,大型金融机构和地方中小金融机构需要利用各自不同的比较优势支持不同层次的发展极。Urban cluster of the middle reaches of the Yangtze River is an important development pole in promoting the rise of central region in China. The dialectical unity of ＂unbalanced development＂ and ＂syner- getic development＂ should be considered in strategic design of development, and it needs to emphasize that ＂ unbalanced development＂ is just a means while ＂ synergetic development＂ is the ultimate aim. The effective implementation of this strategy is to establish multi - layer development poles, the meaning of which the finan- cial support of urban cluster development should consider. And we should take full advantage of financial insti- tutions, that is large financial institutions and local small and medium financial institutions need to make use of different comparative advantages to support development poles of different levels.
