摘　　要：村民自治的组织创新和体系建构,是农民根据自身的实际需求和能力自发创造的,并由国家认可最终提升到国家制度,是一个农民创造与国家提升的过程。但在此后的推广和落实中,国家所主导的组织建设和体系建构,忽视了村庄社会的内在需求及其组织的承接能力,使得一些原有的矛盾和问题日益突出,一些新情况和新问题也逐步显现,在一定程度上影响了民主决策、民主管理和民主监督功能的发挥,不利于村民自治的深入发展。因此,培育和丰富村民自治的组织基础、扩展和重构村民自治的组织体系,构建一个更具自主性、制衡性、制度化和开放性的村民自治组织体系,成为推进村民自治不断深入发展的重要举措。The innovation of organization and the construction of system of villagers＇ autonomy, are created spontaneously by viuagars according to their actual requirements and capacities, are sanctioned by the nation and finally elevated to the national system, which is a process of villagers＇ creation and the national improvement. But during the popularization and implemetation, the construction of system led by the nation, ignores the internal needs of village community and the acceptance capability of the organization, which aggravates the existing contradictions and problems, induces some new circumstances and questions, and hence influences the effects of democratic decision-making, the democratic management and the democratic supervision to a certain extent, and makes against the in-depth development of villagers＇ autonomy. Therefore, cultivating and enriching the organizational base of villagers＇ autonomy, expending and reconstructing the organizational system of villagers＇ autonomy, constructing a new organizational system which is more autonomous, more balanced, more institutionalized and more open, become the important measure to promote the in-depth development of villagers＇ autonomy.
