摘  要:辽宁省水资源地区分布与经济发展战略布局极不匹配,已经成为制约全省经济可持续发展的重要瓶颈,根据全省水资源东多西少的特点,结合水资源条件与河流水系的水利工程布局,围绕"河湖连通,科学调度"治水思路,提出了以北中南三条横线为骨干,以天然河道和连通工程、输水工程、配套工程为通道的"三横七纵"水资源总体配置格局。按照全省东水济西水资源总体调配思路,以保证全省经济社会可持续发展为目的,主要以"优先利用地表水、合理保护地下水、加强节约用水"为基本原则,实现全省水资源统一优化联合调度,最终实现"三横七纵、河库连通,东水济西、丰枯调剂,上下联动、多源互补,科学调度、保障发展"这一总体目标。The distribution of water resources does not match with the strategic layout of economic development in Liaoning Province and it has become a major bottleneck of the sustainable and coordinative development for economy and society. In terms of the characteristic of there are more water resources in the East and less water resources in the West, relying on the overall water resources allocation pattern of "three vertical and seven horizontal" water network is put forward with north, middle and south three lines as the backbone, the natural river and connection engineering, water delivery engineering, supporting projects as water delivery channel. Based on the idea of diverting water from the East to replenish the West, the main purpose of the connection is to guarantee the sustainable development of economy and society, to give priority to the use of surface water, groundwater, reasonable protection to strengthen water conservation as a basic principle, to realize unified optimal management for water resources and ultimately to achieve the overall goals of river and reservoir connection of three vertical and seven horizontal water network, relishing water to the West form the East, runoff of dry season and wet season and team-working for upper-stream and downstream. regulating the
