摘　　要：政治与行政关系一直是公共行政研究的核心问题。从职业文官与政治关系的视角,回顾与剖析美国联邦政府政治与行政关系的演进历程,指出维持政治与行政分离和整合之间的平衡一直是美国政治与行政关系发展的主线,政党在协调政治与行政关系中扮演着关键性角色,而民主政治则为政治与行政关系的健康发展提供了动力和保障。总结美国政治与行政关系演进的经验对中国政治与行政关系的调谐具有重要的启示意义。The political and administrative relationship has been the core issue of public administration research.From the perspective of the relationship between the civil service and the politics,especially party politics,This paper reviews and analyzes the relationship between the politics and the administration in the U.S.federal government,and points out that maintaining the balance between separation and integration has been the main line of the evolution of American political and administrative relationship.The political party plays a key role in the coordination of political and administrative relationship,and democratic politics provides power and security for a healthy development of the political and administrative relationship,which has important implications for regulating China’s political and administrative relationship.
