城镇化进程中农民集中居住社区安全治理研究

摘　　要：城镇化进程中失地农民聚居所引发的矛盾、稳定和安问题,给社会管理带来了严峻挑战。在对失地农民集中安置社区安全现状调查与分析的基础上,从社区治安防控转向社区安全治理转变,借鉴社区安全建设最新研究成果,以合作共治为理念,立足社区、预防为主、警民合作、提高效能,通过厘清治理结构、鼓励社区参与、坚持专群结合、倡导警务创新等策略,积极构建失地农民集中居住社区安全治理的新机制。Under the background of the acceleration of the process of urbanization,more and more landless peasants are settled down in communities.While immigration of farmers contributes to their economic growth,it may lead to deterioration of the social security,and the traditional social management system can do little about it.Based on deep investigation and analysis of the current situation,this paper mainly proposes cooperation and co-governance thought,which focuses on relying on community,emphasizing on prevention,closing police＇s relationship with the massese and improving performance.The new governance strategies include clarifying governance structure,promoting the community participation,combining the professional and mass,and innovating the mode of poling.
