旅游产业发展的经济带动能力及其产业政策研究——以张家界市旅游产业为例

摘　　要：利用产业集中度指数、产业关联度、VAR模型,从分析旅游产业发展对经济增长率、就业、投资、财政收入、关联产业的影响,并以张家界市旅游产业为例进行实证分析显示:张家界市旅游产业集中度十分高,但行业内集中度严重偏低,旅游产业关联度也严重偏低,带动能力十分有限;旅游产业发展对经济增长率、旅游固定资产投资的带动作用较大,但对财政收入、社会就业的带动能力较小;旅游产业与经济增长、社会就业、财政收入、投资存在"双向因果关系"。Based on industrial economic structure actuality in Zhangjiajie,the article uses a gray relating model,and a vector auto-regression model（VAR） between tourism industry and all other industry,economic growth,investment,fiscal revenue and employment to analyze its driving ability.Its basic conclusion is that tourism industry promotes its economy quick development,at the same time,its degree of industry centralization is high,the degree of industry related is small.The tourism industry has a great deal of driving effect on economic development,tourism fixed capital investment,however,it has little driving effect on employment,fiscal revenue.There is a two-direction causal relationship between tourism industry and economic growth,employment,capital investment,and a great risk in tourism industry development.Therefore,while vigorously developing tourism industry,government should take corresponding industrial policies reasonably to collocate resources to develop other industries and promote the persistent and healthy development of tourism industry and total economy in Zhangjiajie.
