民生国家论——中国民生建设的广义政治分析

摘　　要：民生国家,是中国民生问题逐渐上升为重大政治问题和重要国家现象的产物与表现。广义政治论是研究民生国家的重要理论和方法。根据广义政治论,在我国,提出和研究民生国家问题,对于全面建成小康社会具有非常重要的理论价值和现实意义。所谓民生国家,是指以民生利益需要为本原基础、以民生利益满足为动力原因、以民生幸福公平为目的价值、以保障改善民生为重点职能、以民生制度体系为表现形式的民生政治现象和社会国家形态。民生国家比之于西方福利国家,既有共同性也有中国特色。为了如期完成全面建成小康社会的任务,必然要求在借鉴福利国家经验教训的基础上,走中国特色的民生国家建设之路。The people＇s livelihood state is the product and manifestation when the problem of people＇s livelihood in China gradually becoming great political problem and important nation phenomenon.Broad sense on politics is the important theory and method in analyzing people＇s livelihood state.According to the broad sense on politics,putting forward and studying the people＇s livelihood state has great theoretical value and realistic significance to the building of a moderately prosperous society in all respects in our country.The people＇s livelihood state means livelihood politics phenomenon and social nation form which intrinsically based on people＇s livelihood interests needs and motivated by satisfying with it,regarded people＇s happiness and fairness as the supreme purpose and value,treated improving people＇s livelihood as it＇s important function and in the form of people＇s livelihood system.Comparing with western welfare states,people＇s livelihood state has both similarities and Chinese characteristics.To finish the the building of a moderately prosperous society in all respects on time,it is necessary to take the road of people＇s livelihood state construction with Chinese characteristics based on the experience of welfare state.
