权利保障视野下的城镇化建设探析

摘　　要：城镇化可以拉动内需,推动经济结构战略性调整,促进城乡一体化发展,为农业走向产业化、规模化经营创造条件,意义重大。但城镇化同时也面临着诸多严峻的问题,特别是在当前土地财政格局下有可能被扭曲成"房地产化",成为地方政府强拆的借口。必须警惕借城镇化打农民土地的主意,警惕实践中演变成一种运动。城镇化建设应当是一个自然演进的系统化工程,推进城镇化建设过程中必须保障农民的土地权利;必须尊重农民的自主选择权;必须保障农民平等的享有市民的权利;必须保障农民的救济权。城镇化过程中,政府主要任务是提高公共服务水平,创建法治政府,搭建要素市场平台,解除约束农民进城的制度性束缚。城镇化的具体过程应交给市场主体,由人的趋利避害的本性来用脚投票作选择。Urbanization can stimulate domestic demand,promote strategic adjustment of the economic structure,promoting the integration of urban and rural development,creating conditions for agricultural industrialization and large-scale.Urbanization has many advantages,but it also faces many serious problems,especially the current land finance pattern may be distorted into＂real estate＂,become the excuses of demolitions by local government,alienated into a mandatory exercise.We must be on the alert robbing farmers＇ land by urbanization,vigilant to be evolved into a movement in practice.We must safeguard the land rights of farmers in the process of urbanization,the farmers＇ right to choose independently must be respected,farmers must guarantee equal civil rights,must safeguard farmer＇s relief right.Urbanization is a natural evolution of systems engineering,could not be the main means for GDP growth,could not for the urbanization and urbanization.In the process of urbanization,the main task of the government is to raise the level of public service,to create a government under the rule of law,build the factor market platform,relieve the constraints of being a citizen of farmers.The process of urbanization should be given to the market,which is decided by the vote of people＇s feet draw on the advantages and avoid disadvantages nature.
