摘　　要：民国初年,西藏问题的症结在界务之争。1917～1918年第二次康藏纠纷爆发后,西姆拉会议遗留的汉藏划界问题亟待解决。在驻华英使的一再要求下,北京政府于1919年5月重提了袁世凯政府1915年所做出的最后让步方案,英政府同意以该提案作为谈判基础,但未及展开,北京政府却突然中止了谈判,其原因是在"五四运动"引发的全国大规模的民族主义浪潮下,川、甘地方与大众舆论重新对绒坝岔协议中承认为西藏所有的金沙江两岸之地提出异议,希望恢复清末赵尔丰的川边改土归流后的汉藏分界,使得北京政府放弃了与英国的谈判。汉藏划界问题的搁置宣告了英国意图使中国接受西姆拉条约目标的失败,也因此,西姆拉会议上秘密划定的藏印边界始终得不到西藏地方的认可。The crux of Tibetan issues in the early period of the Republic of China was the demarcation dispute.After the 1917-1918 conflict between Kham and Tibet of China,the Han-Tibetan demarcation issues unsolved at the Simla Conference required urgent solution.Due to the repeated demands of the British ambassador to China,the Beijing Government in May 1919 put forward a demarcation proposal,which was the last concession made by Yuan Shikai Government in 1915.The British Government agreed to accept the proposal as a basis for further negotiation.However,the Beijing Government unexpectedly stopped the negotiation before it officially started.The reason was that under the large-scale wave of nationalism triggered by the May 4th Movement,Gansu and Sichuan local governments and the public opinion opposed the terms of demarcation in the Rongbacha Agreement and supported the one proposed by Zhao Erfeng in the late period of the Qing dynasty.This abeyance indicated the British Government＇s failure of pressing China to accept the Simla Treaty,and therefore,the borderline between Tibet of China and India secretly proposed at the Simla Conference was never accepted by the Tibetan local government.
