特种设备安全监管宏观指标增速可接受水平研究

摘　　要：为提高特种设备安全监管水平,分析研究特种设备安全监管宏观指标。通过文献计量和专家问卷研究确定10项指标。基于ALARP准则,研究指标增速的可接受水平,选取万台设备死亡率减速为可接受上限,再选取设备量增速为可接受下限,计算得到可接受上限为15.03%、下限为9.33%。采用增长优势指数法,计算宏观指标相对可接受上、下限的优势指数。计算结果显示:监察持证人员数量等2项指标增速超出可接受上限,监察人员数量等4项指标增速低于可接受下限,根据结果提出应对策略。In order to improve the level of special equipment safety supervision,macro indicators for safety supervision of special equipment were analyzed.10 macro indicators were identified by the method of bibliometrics and expert survey.Based on ALARP criterion,growth rate acceptable standard of indicators was studied,the rate of decrease in average annual mortality per ten thousand pieces of special equipment was selected as acceptable upper limit,the rate of increase in quantity of special equipment in use was selected as acceptable lower limit.Through the calculation,the acceptable upper limit is 15.03% and the acceptable lower limit is 9.33%.The advantage index between special equipment safety supervision macro indicators and acceptable upper or lower limit is calculated by the method of rise advantage index.Calculation results show that the increase rate in 4 indicators is under acceptable lower limit and the increase rate in 2 indicators is beyond acceptable upper limit.The preliminary measures were proposed.
