摘　　要：在数据业务流量激增的背景下,为了避免运营商陷入纯管道的运营模式,提出了分组域业务流量的管控策略,即在移动网上构建一套数据流通规则,将拥堵、无序的网络转变为有效、有序、公平的网络,实现了运营商对流量的管控及精细化运营。In the background of data traffic surge, in order to avoid the operator falling into pure pipeline operation mode, the packet traffic control strategy in mobile network can be used to construct a set of data flow rules, which can not only promote the mobile network to be effective, orderly and fair, but also achieve traffic management, control and fine operation for operator.
