摘　　要：在我国探索建立农村养老社会保障体系的进程中,逐步形成的老农保、地方农保和特殊群体养老保险使体系陷入"碎片化"困境,将阻碍新农保全国试点和养老保险关系城乡转续。整合农村养老社会保障体系需要在坚持"统账结合"的基础上,将其他制度整合进新农保中,构建制度模式统一但待遇标准灵活的大一统制度,以及整合优化农村养老保障资源。During the exploration of China rural old - age social security system, the coexistence of the former social insurance, the local ones and the ones covering special groups pushed the system into ＂fragmentation＂, that will obstruct the pilots of new rural old - age social insurance （NROSI） in whole country and the eligibility transferring between the urban and the rural. To integrate the system, an uniform system with unified system model but flexibly pay level based on the combination of pooling and individual accounts should be set up , after the other systems were integrated into the NROSI. Furthermore, the currant rural old - age social security sources should be merged with optimization.
