摘　　要：不断改进和提升代建单位的项目管理能力对于在我国政府投资项目建设领域更好的推行"代建制"具有重要作用,而科学的评价方法是考核评价代建单位项目管理能力状况,进而采取措施加以改进和提升的重要前提。文章构建出代建单位项目管理能力评价指标体系,并建立了基于模糊综合评判方法的评价模型,其中采用层次分析法确定出各类评价指标的权重系数。The consecutive improvement about the project management competences of the vicarious management corporation plays an important role in effectively implementing vicarious management system for the projects invested by government.Meanwhile,the scientific evaluation method is the important premise to evaluate the project management competences of the vicarious management corporation for the sake of adopting improvement measures.This paper builds the evaluation index system about the project management competences of the vicarious management corporation and establishes the evaluation model based on the fuzzy comprehensive evaluation.The weight coefficients of different evaluation indexes are determined in accordance with analytical hierarchy process.
