摘　　要：十八大提出"全面建成小康社会",目标的实现重点与难点在农村,因此,新农村建设是全面建成小康社会的关键,而公共基础设施建设是新农村建设的核心。主要讨论农村公共基础设施建设中政府投入不足的解决对策。Building socialist new countryside is a moderately prosperous society in all aspects put Congress. This paper discusses the problem of the key part in fulfilling the forward in the Party＇s present government actions goal of building a Eighteenth National and provides solutions.
