摘　　要：林地是国家重要的自然资源和战略资源,是建设生态文明的重要基础。面临应对气候变化、经济战略转型、建设生态文明等新机遇,也存在政策执行效果有待提高、政策及制度设计单一、审核审批有待完善等问题,需完善创新机制、分区施策以及审核审批程序和经济调控作用等方面相关政策及措施。Forestland is an important natural and strategic resource in national scale,and the important basis for the construction of ecological civilization.they face many new challenges of climatic change,transition of economic strategy and construction of ecological civilization.And even there are many problems in protection,utilization and management of forestland,for example,executive effects of the policies need to improve,format of design and constitution for the policies are single,examination and approval of the policies need to be perfect.To solve these problems,it needs to perfect the relevant policies and measures about innovation mechanism,division implementation,examination and approval procedures and economic adjustment for the protection,utilization and management of forestland.
