摘　　要：从黑龙江省多年来森林生态效益补偿工作实施情况入手,分析黑龙江省在森林生态效益补偿工作中存在的问题,提出建立和完善分类经营,完善基础设施建设,建立明确的林权制度,多渠道融资和必要的法律保证等对策建议。This paper stated with the implementation of forest ecological benefit compensation in Heilongjiang province,analysed the problems of implementing the system of the forest ecological benefit compensation fund in Heilongjiang province,and put forward establish the classification management,improve infrastructure,create clear forest right system,multi-channel financing,set up the necessary legal guarantees and other countermeasures.
