摘　　要：长北天然气合作开发项目,是中国石油与壳牌(中国)勘探有限公司的合作项目,已建成目前中国陆上石油天然气上游业务最大的对外国际合作项目。该项目在管理过程中吸收和借鉴了国际先进的油气田开发管理理念,将OI(操作完整性)管理思想和方法在项目生产管理中进行了实践。介绍了OE-OI管理体系的概念和管理思想管理体系的主要内容、管理体系的实施路径及应用效果。Changbei natural gas cooperative development project is a cooperative project of China National Petroleum Corporation （CNPC） and Shell （China） Exploration Limited Corporation, and it has grown to an international cooperation project with the biggest onshore petroleum and natural gas upstream business in China. The international advanced oil/gas field exploration management con- cepts and experience are applied in managing process. The OI （operation integrity） management concept and method are practiced in the production and management of the project and proved to be very effective.
