摘 要:目的了解北京市社区护理服务运行现状,为构建新型社区护理服务管理体系提供参考。方法从动力机制、整合机制、激励机制、控制机制、保障机制等5方面,对北京市2所医院、4所社区卫生服务中心、1家社区卫生服务站、2家社管中心及1家医管中心的10名社区管理者进行半结构焦点团体访谈。结果社区护理动力机制不足,护理整合机制尚需完善,激励机制不足,三级质量控制机制不完善,护理安全保障机制缺乏。结论政府积极改变社区卫生投入方式,以科学投入保证社区卫生服务绩效和政府资金绩效;相关部门完善护理整合机制,加大激励幅度,建立健全三级质量控制机制,建立护理安全保障机制等。Objective To investigate comnaunity nursing service in Beijing, and provide guidance for the construction of new commtmity nursing service management system. Method By conducting semi - structured interviews, we interviewed 10 conantmity managers of two hospitals in Beijing, four cormaunity health service centers, one community health service station, two conmmmity management centers and one hospital management center from aspects of power mechanism, integration mechanism, incentive mechanism, control mechanism, and guarantee mecha- rfisrn.Result The dynamic mechanism and the integrated mechanism were insutffcient in community nursing, incentive mechanism was lack, three level quality control system was not completed, and the corrmamity nursing work was existed safety trouble. Conclusion The govemwent shotdd actively change community health investment rrtxte, apply scientific management methods to ensure the conmmmutity health service perform- ance and govemment funds perforrmnce; furthemlore, relevant departments should improve nursing integration mechanism, increase the range of incentives, establish and perfect three-level quality control system, build up the nursing security mechanism.
