摘　　要：我国致力于调结构、促改革、惠民生,打造经济升级版的新形势,对于推进政府改革,提出了愈来愈迫切的要求。转轨时期的市场失灵与政府规制失灵并存问题,是我国计划经济体制的烙印以及现阶段市场机制与政府规制磨合的集中反映。在尊重市场规律的基础上发挥政府作用,通过转变政府职能,构建有限政府,是消除政府规制失灵的关键,也是经济体制改革中处理好政府和市场关系的核心。With the development of economic reform, there is an urgent need to practice reform in government and society. The coexistence of government regulation failure and market failure during the transforming period reflects the stigma of China＇ s planned economic system and the synergy between market system and government regulation. The key to eliminate government failure is to give full play to government functions with a respect to market laws, and to build up limited government by transforming government functions, which also helps to improve the relation between government and market in the economic reform.
