摘  要:本文以生态系统服务功能价值理论为基础,结合哈尔滨市各种土地利用类型的面积变化,对哈尔滨市土地利用总体规划2006-2020年进行环境影响评价。结果表明:2006年哈尔滨市生态系统服务总价值为5003240.42万元;到2020年该值达到5107551.83万元,规划期内生态系统服务总价值增加了104311.41万元。增加幅度为2.08%,生态价值的总增加量为127018.2万元。生态价值的总减少量为22706.81万元;研究期内,哈尔滨市土地利用类型耕地和草地面积净减少;林地、园地面积净增加;由于林地和园地面积增加幅度远远大于耕地和草地减少的幅度,因此弥补了其造成的生态系统服务价值的下降。研究结果说明该规划对哈尔滨市生态环境状况的改善起到了促进作用,有利于生态环境保护目标的实现。Based on the theory of ecosystem services value, combined with the change of the various land use types in Harbin City, This paper is to evalue environmental impact of the overall land use planning of Harbin City from 2006 to 2020. The restdts show that: The ecosystem service value of Harbin city land in 2006 is 50.03 billion yuan; The value is 51.08 billion yuan by 2020. the total value of ecosystem services increase 1.04 billion yuan, increased by 2.08%, Ecological value of the total amount is 1.270182 billion yuan, the ecological value of the total reduction of 227.0681 million yuan;during the planning period; during the study period, the arable area is reduced, grassland, woodland and water area increased, the total ecological services value increased. Due to the increase of forest land and water area is much larger than the reduction of arable land, it make up for the decline of e- cosystem services value caused by the reduction of arable land. The planning improve the environmental conditions in Harbin City, and it is conducive to protecting the ecological environmental of Harbin City.
