摘　　要：研究目的:探讨县级功能片区土地利用规划编制技术。研究方法:对比分析法,综合归纳法。研究结果:提出功能片区土地利用规划的相关概念、编制意义、编制原则、编制流程和实施管理,通过对县级功能片区土地利用规划的编制,分析探讨当前城市内部跨行政区域发展模式所需的土地管理新方法,有利于统筹区域城乡土地管理、促进资源与要素在功能片区空间上的优化配置、提高各类资源的投入产出效率,有利于形成良性互动的区际关系,推动各地区共荣式发展;提出运用平均、重点和保障性三个方案来解决功能片区内土地利用指标分配的问题,制定相应的措施来保证功能片区土地利用规划的实施,为划分功能片区功能区、解决好所跨行政区之间的利益分配和提高资源利用效益创造条件。研究结论:功能片区土地利用规划作为一种全新的区域规划,不仅适用于我国城市发展对现有土地利用规划提出的新要求,也是对现行土地利用总体规划体系的延伸和完善。The purpose of this paper is to discuss the problem of functional district-based land use planning at county level. Meth- ods of comparative analysis and synthesis analysis were used. The results show that the related notions, significance, principles, process of functional district-based land use planning, the imple- mentation and management are issued as well as. The paper puts forth a new method for the management of land use by design of the functional district-based land use planning, which is fitted with the new Interjurisdictional mode of cities. It is indicated that the functional district-based land use planning at county level is valuable to coordinate of rural and urban land management, and promote spatial optimal allocation of the resources and factors in the functional district, as well as improve the input and output efficiency of all types of the resources, and promote the co-pros- perity of development for various areas by formulating a positive interaction inter-regional relationship. Three schemes which included a average one, a focus one and a protection one are put forward to solve the problems of the allocation of land quotas,then the appropriate measures will be developed .to guarantee the implement of functional district-based land use planning. The three schemes create the conditions for functional zones divide and resources transformation. As a result, the functional district-based land use planning at county level is a newest regional planning which not only adjust the new requirement from the present land use planning by urban development, but also the extension and complement of existing land use planning system.
