摘  要:完善政府的绩效评估是重塑政府的改革之举,我国政府所面临的形势与任务,要求实现政府绩效评估的制度化、规范化发展。本文在分析了我国政府绩效评估机制建设中存在的若干问题及原因的基础上,提出引入公民参与机制、确立科学的评估方法、建立科学的绩效评估指标体系、实现绩效评估机制向"后验控制"的转变以及将绩效评估纳入行政效能监察制度建设等措施,以期克服绩效评估中存在的机制问题。The improvement of performance evaluation is the action of reforming the government and the situations and tasks that the Chinese government is confronted with request the institutional and normal development of the performance evaluation of the government. Based on the analysis of some of the existing problems in and the reasons for China's government performance evaluation in the mechanism construction, the paper proposes such measures as introducing citizen participation mechanism, establishing evaluation methods, creating scientific index system of the performance evaluation, transforming performance evaluation mechanism into "a posteriori" control, and including performance evaluation into administrative efficiency monitor system construction, in order to overcome the existing mechanism problems in the performance evaluation.
