煤炭资源型经济转型的困境与出路:基于能源技术创新视角的分析

摘　　要：针对我国煤炭资源型经济转型收效甚微的局面,本文基于技术经济范式分析框架对该问题进行了数据分析和理论研究。结果表明,在以煤炭为主的能源消费结构未发生实质性改变的情况下,仅从经济层面努力将难以实现煤炭资源型经济的转型。因此,政府应通过供需双边创新政策,激励企业开展能源技术创新、丰富能源供给,最终通过能源供需结构的转变引导煤炭资源型经济转型。Coal resource based economy transformation is facing many difficulties and problems. Based on tech-economic Paradigm, according to data analysis and investigation, the author thinks that it is impossible to realize the coal resource based economy transformation in the condition of coal based energy consumption structure. Therefore ,the government has to conduct enterprises to innovate the energy technology through the bi-policy of supply and demand, constantly improve energy supply, meanwhile, promotes transformation of the market supply and demand. Thus the coal resource based econ- omv transformation is realized.
