摘　　要：政府行为的选择对农村合作金融演进的取向、深度、广度和速度等方面起到至关重要的作用。我国特定历史条件下形成的政府主导型农村合作金融发展模式,在我国资本和市场稀缺的情况下对国家实现经济起飞的发展战略目标有其重大的贡献。但随着内外发展环境的变化及市场化水平的逐步提高,这种模式内在的弊端开始全面暴露,行政控制替代市场配置资源的机会成本加速上升。当前我国农村合作金融的改革进入关键期、攻坚区、深水区,理性的政府行为选择应及时由租金偏好向效率偏好优化,坚持市场主导下有效发挥政府作用,因地制宜地深化省联社改革,政府以公共服务为中心,着力于改善和优化农村合作金融生态环境,创造公平竞争的发展条件,提供良好的政策和制度保障。The choice of Government behavior plays a crucial role on orientation, depth, breadth and speed of rural cooperative financial development. Formed under specific historical conditions of our country, the government＇s leading rural cooperative financial development model has its significant contribution to strategic objectives of achieving economic takeoff under the condition of scarce capital and market. But as the change of internal and external developmental environment and the gradual improvement of the marketization level, the inherent drawback of this pattern began full exposure, the opportunity costs of administrative control instead of market allocation of resources rise faster. Currently the reform of rural cooperative financial has been in the critical period, crucial and deep water area, the rational ehoiee of government behavior should be timely optimized by rental preference to efficiency preference. We must insist on playing the role of government effectively under the market--led pattern and adjust measures to local conditions to deepen the reform of the provincial assoeiation. The government must take public service as the center, focus on improving and optimizing the rural cooperative financial eeological environment, create fair competitive development condition, provide good policy and institutional guarantee.
