政治体系视野下人民政协制度的功能研究

摘　　要：人民政协作为一种政治结构,必定具有自身的功能。人民政协的功能不仅仅体现在人民政协自身的政治行为之中,还体现在政治体系中政党、政府、人大的政治行为之中,因而我们要从整个政治体系的视野来审视人民政协的功能。从这个视野出发,可以把人民政协的功能分为一般功能和特殊功能两大类。一般功能主要包括三个方面:精英回应功能、协商领导功能和体系维持功能。在这三个一般功能的基础上细分为九项特殊功能:政治吸纳功能、回应性功能、咨询性功能、领导性功能、协商性功能、监督性功能、合法性功能、同意性功能和解除压力功能。一般功能与特殊功能的有机结合形成了人民政协的全部功能。Chinese People＇ s Political Consuhative Conference, as a kind of political structure, must have its own functions. The functions of it not only reflect in its own political behavior, also reflect in the political behavior of political parties, the government, and the National People＇ s Congress in the political system. Accordingly, we must examine the functions of Chinese People＇ s Political Consulta- tive Conference from the perspective of the whole political system. In this way, we can divide the functions of it into two categories：general functions and special functions. General functions mainly include the elite response, consultative leadership and system maintenance. Special functions include the political absorption, response, consultation, leadership, negotiability, supervision, legality, agree- ment and relief of pressure. The organic combination of general functions and special functions forms the whole functions of Chinese Peoole＇ s Political Consultative Conference.
