摘　　要：公共安全是国家、社会稳定的基石。我国却是一个突发事件多发的国家,如重大污染、重大自然灾害和疫情生事件等等,为此如何有效应对突发事件,直接考验着政府的执行能力,也成为检验社会是否成熟的一个标志。Public security is the cornerstone of national and social stability. China is a country with many contingencies like severe pollution, natural disasters and the outbreak of epidemics. Therefore, how to deal with the contingencies is not only a test for governments＇ implementation capacity, but a sign of the social maturity.
