摘　　要：绿色转型发展的建立,需要一套客观、全面评价其发展能力的指标体系。文章在国内外绿色指数、低碳经济等相关理论和评价指标体系研究的基础上,构建了以环境保护、资源利用、竞争力提升为维度的绿色转型发展指标体系,同时对我国30个省市进行了绿色转型发展综合评价,得出北京、上海、广东等地绿色转型发展状况良好,新疆、宁夏、甘肃等地相对落后,并结合现实需求提出了绿色转型发展评价政策实施建议。The establishment of green transformation and development requires a set of objective and comprehensive evaluation index system to as sess its developing levels. On the basis of examining numerous domestic and international green indexes, lowcarbon economy theories and evalua tion index systems, this article constructed an evaluation index system which covers three dimensions, including the environment protection, the re source utilization, and the competitiveness promotion. Using this system, the article also comprehensively evaluated the green transformation devel opment of China＇ s 30 provinces and municipalities. Results showed that the green transformation and development in Beijing, Shanghai, Guang dong are in good condition, while in Xinjiang, Ningxia, Gansu, the current situation of the issue is relatively backward. At last, considering practical needs, the article proposed policy recommendations on implementing the green transformation development evaluation.
