摘　　要：在公共突发事件频频的风险社会,媒体作为信息传播中联结政府和公众的纽带,对舆论的维稳具有不可推卸的重大责任。就媒体责任的指向而言,其报道既需要尊重政府的制度和政策,为公共利益着想,又必须符合自身职业道德素质要求,同时也应当对公众起到积极的导向作用。就媒体在公共突发事件传播进程中的具体责任而言,其主要承担着事前的预警,事中的准确及时报道事实、进行舆论监督,以及事后的推动反思和搭建政府与公众沟通的平台等责任。媒体最重要的品质当为责任、道德、理性,当这些品质得到足够的重视,并切实落实到信息传播的每一个具体环节中时,公共突发事件将在更加稳定的舆论环境中得到更优更高效的解决。In the risk society public emergencies frequently,the media as a link between the government and the public information dis-semination,stability is of great can not shirk its responsibility to public opinion dimension. Points to the media responsibility,the report not only need to respect the government's system and policy,for the sake of public interest,and to meet its occupation moral quality require-ments,should also be to the positive guidance function to the public. In terms of specific responsibility of the media in the public emergen-cy communication process,which is mainly responsible for the advance warning,in accurate and timely report the facts,supervision by public opinion,and to promote reflection afterward and build a communication platform for the government and the public responsibility. The most important quality when the media responsibility,moral,rational,when these qualities are enough attention,and to effectively im-plement to each specific link information in public emergencies,will be in a more stable environment of public opinion better solve more efficient.
