摘　　要：针对实践中大量存在的非法倾倒建筑废弃物现象及排污费征收困难的问题,利用射频识别(RFID)、全球定位系统(GPS)、通用分组无线服务(GPRS)和视频监视等技术,设计一个建筑废弃物监管系统,并对系统的总体结构和各子系统设计进行详细阐述。系统通过对建筑废弃物运输过程的自动信息采集、实时跟踪和监控管理,实现了废料流、资金流及信息流的有效融合,提高了废弃物管理效率,进而达到减少建筑废弃物的非法排放和合理征收排污费的目的。Aiming at the existing problem on a lot of illegal dumping of construction waste in practice and the difficulties of levying pollutants charges, we design a supervision system for construction waste, which uses the technologies of radio frequency identification （ RFID）, global position system （GPS）, general packer radio service （GPRS）and video monitoring. The general structure and the design of sub-systems are also expounded. By automatic information collection, real-time tracking as well as surveillance and management of the construction waste transport processes, the system realises the effective integration of the wastes flow, capital flow and information flow, improves the efficiency of waste management, and further achieves the purpose of reducing illegal discharges of construction waste and reasonably levying the pollutant charges.
