草地总量控制与红线制定试析

摘　　要：仿效18亿亩耕地红线保护政策,构建了草地面积红线保护制度。实行了草地总量控制,严格执行了草地面积增减挂钩制度,通过实行占补平衡、先补后占政策,有效确保了生态环境建设取得成效。Grassland area red line protection system was constructed by imitating the red -line protection policy of 120 million hectare arable land. The grassland total quantity control was carried out, and the increase or decrease pothook system of grassland area was strictly implemented. Through the policy implementation of requisition - compensation balance, as well as early compensa- tion and late requisition, the construction of ecological environment was ensured effectively.
