摘　　要：从资源建设、服务提供、长期保存、空间规划及组织文化等5个方面,对28份图书馆机构战略规划及35份学协会研究报告进行分析,发现国外图书馆呈现出以下发展特点:重视用户需求,协调发展印本资源与电子资源,注重建设本馆特藏资源与原生数字资源;积极丰富服务内容,拓展移动服务;重视原生数字资源及科研数据的长期保存;以智慧中心为定位拓展图书馆实体空间功能,支撑教学与科研;按需培养人才,构建具有数据意识的学习型组织。This paper analyzes twenty-eight library strategic plans and thirty-five association reports from five aspects of resource development, service delivery, long-term preservation, space planning and organizational culture. It finds that foreign library circle presents some trends as follows： focusing on users＇ needs, balancing print and digital resources, emphasizing on the development of special collections and born-digital resources; engaging in services enrichment and mobile service improvement; paying attention to the long-term preservation of born-digital resources and research data; positioning in ＂ Intelligence Center＂ and expanding functions of physical spaces to support teaching, learning and research; developing staff on demand and developing learning organization with data sense.
