农村基层社会管理与“社区化”体制建构——基于城乡一体化视角

摘　　要：在城乡一体化进程中,农村基层社会已经发生了巨大变化。这一方面要求纠正村委会的行政化倾向,将行政村建制变革为社区建制;另一方面需要政府政务再介入农村社区,将公共服务送到农村基层,以满足农村居民的城乡均等化公共服务需求。由此,一些地方政府在新农村建设中积极探索农村基层社会管理创新,并形塑了诸多农村基层社会管理模式。尽管这些模式是建设农村社区和调整农村社会管理体制双重实践活动,有助于将政府的公共服务送下乡,但农村基层社会管理更应该凸显社区化建设这个中心,不仅要建立健全农村社区化管理体制,而且要在社区化建设中大力推进居村农民市民化或职业化。Great changes have taken place in the community of rural grassroots in the process of urban and rural integration. On one hand, it requires the village committee to rectify its administrative tendency from administrative villages to the community system; on the other hand, to meet the requirements of equal public services between urban and rural areas, it needs the government affairs to intervene in rural communities to send public services to the rural grassroots. Therefore, in the new rural construction, some local governments have actively explored their social managements and formeded many social management modes. Although these modes, which are a kind of the double practice activity both on the construction of rural communities and on the adjustment of rural social management system, help to send to the countryside public services from the government, community construction should be more highlighted in the rural social management. It is a must to establish the perfect management system of rural communities and, in the community construction, vigorously promote the urbanization and professionalization of farmers living in villages.
