2006-2012年中国土地整治项目空间特征分析

摘　　要：利用2006-2012年土地整治项目数据,基于县域尺度,采用重心模型和重心移动距离模型,对近7年来中国土地整治项目的空间特征进行分析,得出以下研究结论:①不同空间尺度下我国土地整治项目具有不同特征。国家层面上,我国土地整治项目总量呈先增后减,项目类型以土地开发类为主;区域层面上,项目集中分布在华东、华中地区,而东北、华北地区分布较少;省级层面上,项目主要集中在长江中下游地区、华东北部,而川西地区分布较少;②就单一项目类型而言,总体趋势呈土地开发类份额占优且波动明显、复垦类其次,而整理类项目份额最低;③不同类型的整治项目重心移动路径具有显著差异。开发类项目重心移动路径偏向于西南方,重心点主要坐落在湖南、湖北两省境内,其空间分布的整体均衡程度较差;整理类项目重心点基本上全向东偏,其重心移动路径主要偏向于西北、西南方向,其项目空间分布的整体均衡性有所改善;复垦类项目重心转移路径变化特征不明显,重心点基本上都局限于安徽省境内,其重心的集聚程度较高,其空间分布格局非均衡性较大。In order to determine the spatial distribution characteristic of land consolidation projects since 2006,changes in the spatial distribution of land consolidation projects were studied. Based on land consolidation project data at the county level, a gravity center model and gravity center moving model, we found remarkably different features at different spatial scales. The spatial distribution of land consolidation projects was largely limited to eastern and central China. Projects were distributed mainly at the mid and lower reaches of the Yangtze River and northeastern China. The share of land development project was in a dominant position and fluctuated frequently year after year, land reclamation projects second, and land arrangement project last. The land development project shift route was inclined to the southwest of China; the gravity center was mainly located in Hunan and Hubei province. The land arrangement project shift route deviated to the northwest and southwest of China, and its gravity center to east. Our findings suggest China needs to adjust the policy of land consolidation,and land arrangement or reclamation project should be appropriately encouraged. Land development projects on uncultivated arable land should be restricted for the sake of ecological protection. Government should strengthen the top-level design of the regional distribution of land consolidation projects; state and local governments must develop proper policy to guide the sustainable development of land consolidation projects and realize a balanced spatial distribution of land consolidation.
