摘 要:能源经济环境系统(3E系统)是一个有机复合系统。文中选取山东省能源、经济、环境三个子系统的目标参数,设置可控决策变量,得到系统参数间的关系式,构成子系统制衡关系。结合3E系统规划目标和技术约束,构建山东省3E系统目标规划模型,并以规划年度各决策变量预测值为初始值,应用遗传算法进行求解。2015年山东省3E系统规划结果表明,在满足最优解的情况下,"十二五"末山东省可有效实现规划目标,结合模型最优解提出相应的建议。Energy -economy -environment system (3E system) is a compound system. In this research the tar- get parameters of energy, economy and environment subsystems were chosen, and controllable decision variables were set. The relations among system parameters constituted the balance relationships between sub - systems. Combined with the 3E system planning targets and technical constraints, a goal programming model of 3E system of Shandong province was constructed. Using prediction value of each decision variable in the planning year as initial value, genetic algorithm can be applied to solve the model. The result of 3E system planning model of Shandong province showed that Shandong province can effectively realize the goals of "Twelfth Five - Year Plan" in 2015 under the condition of to optimal solutions. satisfying optimal solutions.
