摘　　要：低碳经济发展与低碳社会构建除了需要诸如资金、科技等手段和措施外,更离不开整个社会的文化价值理念的建构,因为文化以其独特的思想和理论内涵,通过对伦理道德和秩序的认定与遵循以及行为方式的转变,渗透于经济、政治、科技等活动中,并为其提供持久的力量源泉。构建低碳文化,使社会大众普遍形成低碳理念、低碳价值观及低碳行为规范,并践行低碳文化,是解决低碳发展问题的重要方面。The development of low carbon economy and the construction of low-carbon society needs not only technological innovation, funding investment, system construction, law normalization and policy direction, but also the construction of cultural value of the whole society. Because culture has special concept and theoretical connotation, it penetrates economy, politics, science and technology by the affirmation and obeys of ethics and order, and the transformation of behavior mode. So the fundamental way of the solution of low carbon development issue is to construct low carbon culture, that brings the public low-carbon idea, value and behavior mode.
