摘　　要：十八大报告指出,大力推进生态文明建设,全面促进资源节约。高校是资源占有和能源消耗大户,做好高校资源和能源节约工作,不仅可以提高自身办学效益,而且对建设节约型社会、推进生态文明建设具有重要影响。文章分析了制约节约型高校建设的主要因素,提出了强化宣传教育、注重科学规划、发挥科研优势、加强资源管理和建立长效机制等建设节约型高校的对策措施。According to the report of 18th Congress of CPC, it proposes to vigorously promote the construction of ecological civilization and resource conservation. Colleges and universities are the important holder and consumer of resources and energy, so if they do well the conservation work, they can not only improve their efficiency, but also have an important effect on the construction of economical society and promoting the construction of ecological civilization. This paper analyzes the major factors restricting the construction of conservation- minded colleges and universities and proposes countermeasures, such as, strengthening the publicity and education, focusing on scientific planning, taking advantage of the scientific research, strengthening resource management and establishing long effect mechanism.
