摘  要:基于事实进行管理是卓越绩效模式给公共图书馆的重要启示。构建科学合理的绩效指标体系并进行测量、分析与改进,乃是公共图书馆基于事实管理的基础。关注过程绩效的过程管理,成为当下公共图书馆追求价值创造和效益提升的重要突破点。东莞图书馆以卓越绩效模式为指导开展的绩效评价与过程管理实践,有效地提升了运营效率和服务质量,为我国其他公共图书馆提供了很好的借鉴和启示。The management based on the fact is an important enlightenment that the excellent performance mode gives to public libraries. Building a scientific and reasonable performance indicator system and then making measurements, analysises and improvements is a fundamental basis for the management based on the fact of public libraries. Paying attention to the process management of the process performance becomes the important breakthrough for the value creation and the performance improvement of public libraries. Dongguan Library has developed the performance evaluation and the process management guided by the excellent performance mode, which has improved the operating efficiency and the service quality, and has provided the good reference and inspiration to other public libraries.
