民间资金投入导向与区域文化发展研究

摘　　要：改革开放以来,我国对公共文化建设的投入受公共文化服务体系不被重视、文化管理体制没有理顺、公共文化设施总量不足、文化生活的社会参与度不高等因素的限制,存在投入规模小、投入资金比重低的问题。借鉴国内外的有益经验,我国政府应通过引导民间资金投入基层公共文化建设,充分利用民间资金繁荣和发展基层公共文化,以发展、完善公共文化服务多元投入机制。Since reform and opening, the investment into the public culture construction of China is restricted by factors as follows： the public culture service system is ignored, the culture management system is not organized smoothly, the amount of public cultural facilities is insufficient, the social participation of cultural lives is not enough, and so on. Therefore, it has problems of the small investment scale and the low investment proportion. Drawing lessons from beneficial experiences at home and abroad, our country should lead the private fund to invest into the basic public culture construction and make full use of the private fund to flourish and develop the basic public culture, in order to promote and perfect the multivariate investment mechanism of oublic culture services.
