摘　　要：2011年7月13日,我国《著作权法》第三次修订工作拉开帷幕。修改草案中有关延伸性著作权集体管理的规定,引发了激烈地争论。笔者通过对其概念和特点的剖析,针对反对者的质疑理由和意见,从经济学、法学和现实角度对引入延伸管理制度的有益性进行了探讨;通过对比国外一些国家实施延伸管理的做法和立法规定,对我国《著作权法》第三次修改稿中的延伸性集体管理的立法提出了建议和对策。On July 13,2011, the third revision of the Copyright Law worked officially kicked off. Changes in the draft regulations on extension of copyright collective management, led to a heated debate. The author probes into the concept and characteristics of the extension of copy- right collective management, opponents the reason of the opposition, introduces the beneficial from the angle of economics, law and reality by comparing foreign countries implementing exten- sion management practice and legislation of copyright law, and puts forward proposals for the third revision thereof work of the extension of copyright collective management in legislation in China.
