摘　　要：如何促进高校学报良性快速地发展,当前受到了极大的关注。首先对我国高校学报的国内外发展现状与困境进行分析,并在此基础上提出改变当前高校学报发展困境的对策。高校学报的发展改革必须从两个方面展开,其一是办刊理念,其二是办刊制度。办刊理念的革新必须从学报的定位和建立交流窗口两个角度展开,而办刊制度的革新则需要从人才激励、建立规范的编委会和发行制度以及用稿制度四个方面展开。How to improve the development circumstance of college journals has attracted much attention at present. This paper analyses the developing situation and summarizes its problems firstly. Then the paper puts forward some policies for advancing the development of college journals. It implies that the innovation should be performed through the following two ways： intention and institution. Specifically, intention includes orientation and constructing communication approaches, and institution includes incentive mechanism about human resource, normative committee, perfect publish institution and manuscript institution.
