摘　　要：污水处理设施建设和运营管理可以很好解决水污染当前所面临的困境,这几年的实践也证明了该研究适合中国经济和社会发展的国情。新型的污水处理设施建设和运营管理正渐渐趋向成熟,但是该进程中不断显露出一些问题。这些问题有的是制度安排方面,有的是管理模式方面的。制度安排这方面一定要有所创新、设计和改造,进一步地完善以适应市场化建设与运营的需求。Sewage treatment facilities construction and operation management can well solve the water pollution current dilemmas, years of practice has proved the research situation for China’s economic and social development. New sewage treatment facilities construction and operation management is gradually maturing, but the process has exposed some problems. Some of these problems are about the institutional arrangement, some management aspects. Institutional arrangement must have the innovation, design and transformation, further improved, to meet the needs of market construction and operation.
