摘　　要：从公共空间的理论定义与现实作用出发,对美国纽约"私人拥有的公共空间"的历史演变进行了回顾;着重分析了区划制度与城市管理政策对公共空间形态及其公共性的影响,批判性地探讨了政府规划理念与私人资本在城市公共空间形成过程中的作用。并在此基础上,倡导对城市公共空间实施严格精密的规划控制、加强空间建后监管、保证公众在此过程中的知情权与话语权。Based on the theoretical definitions and practical use of public space, this paper reviews the history of the privately owned public space of New York City. It analyzes the impacts of the Zoning mechanism and urban management policies upon the physical features of public space and its publicness, tt critically discusses the mutual effects of the government and private corporations in shaping public spaces. It suggests a more elaborate planning control and better management of public space, and a democratic decision-making system, which gives provisions for ongoing participation of the real public.
