新农村背景下传统农户生产经营状况调研与分析——以德州市为例

摘　　要：德州市作为传统农区,在新农村建设大背景下面临劳动力大量流失、耕地不足及浪费现象、农业生产经营受到信息限制、农户生产投入与产出不成比例等诸多问题,为了解德州市传统农区农户生产经营状况,正确引导传统农业农户生产经营,促进新农村建设,采用发放调研问卷、实地调查访问、对比描述的方法在德州市农村地区进行调研,对制约德州市农业发展的因素、土地流转、耕地非粮化等问题进行了分析。调研结果表明:德州市劳动力向城镇流失,农业与工业、服务业的发展不同步,农户生产投入比例失调导致农户生产积极性下降,因此政府应加大对农业的投入。As a traditional agricultural area, Dezhou municipality faces with many contradictions and problems such as serious drain of labor force, lack of and wasting of farmland, restriction of agricultural production and operation by information transmission condition and out of proportion in input and output in the production of the farmers＇ households under the big background of new countryside construction. In order to make clear of the production and operation situation of the farmers＇ households in the traditional agricultural area in Dezhou municipality and guide the farmers of the traditional agri- cultural area to produce and operate correctly and promote the construction of new countryside. We made a survey and in- vestigation in Dezhou municipality＇s rural areas with the methods of distributing questionnaires, on-the-spot visiting and in- vestigating and eontrastive description. We made an analysis on the factors restricting the development of the agriculture, the land circulation and farmland non-food conversion in Dezhou municipality. The results show that the labor forces of Dezhou municipality are transferring from countryside to city, the agriculture, industry and service are out of phase, and the out of proportion of the input and output leads to the decrease of the farmer production enthusiasm. The government should in- crease the input to agriculture.
