低碳经济发展规划初探——以河北省为例

摘　　要：低碳经济是一种新的经济发展模式,也是一种文明方式,更是人们的一种生活理念。而经济的全面低碳化有赖于一个完备的、长远点、系统的、合理的发展规划。对于河北省而言,低碳经济规划应着眼于四个方面:产业规划,涉及产业定位、产业体系、产业的空间布局等;城市规划,包括社区规划、城市交通规划、城市绿地规划等;农村发展规划和能源结构规划。科学、完善的经济发展规划能够避免经济运行过程中的盲目、无序和非理性。因此,经济的低碳化发展,首要的是进行低碳经济发展规划。Low carbon economy is a new mode of economic development,but also a civilized way,more it is a philosophy of life.While the comprehensive low carbon economy depends on a comprehensive,long-term,systematic,reasonable development planning.As for Hebei Province,low carbon economy planning should focus on four aspects： industrial planning,involving the industry orientation,industrial system,and industry spatial layout;city planning,including community planning,city traffic planning,and city green space planning;rural development planning and structure of the sources of energy planning.Scientific,sound economic development planning can avoid the blindness,disorder and irrationality during the economic operation.Therefore,as for low carbon economy development,the principal thing is to make low carbon economy development planning.
