关于我国落实区域大气联防联控机制的深度思考

摘　　要：本文在总结国内外区域大气污染联防联控行动及管理机制发展现状的基础上,分析包括北京奥运会、上海世博会和广州亚运会等典型联防联控及管理机制运行效果和存在的问题。研究表明,现阶段我国大气污染区域联防联控机制存在基础研究不足、缺乏实际行动、缺少相应的政策法律支撑以及部门之间协调不足的问题。为此在对联防联控行动和管理机制深度思考基础上,探讨提出相应的解决思路和办法,促使其能够在我国大气污染防治领域发挥更好的作用。Based on the summary of action and current situation of the development of management mechanism of joint prevention and control of regional air pollution, this paper analyses the effect and existing problems of management mechanism of joint prevention and control of regional air pollution, including the Beijing Olympic Games and Shanghai world expo and Guangzhou Asian games and other typical cases. The analysis shows that basic research is insufficient, lack of actual operation, the lack of corresponding policies and legal support, and insufficient coordination between departments to implement joint prevention and control of regional air pollution mechanism. Based on the deep thinking, this paper puts forward the corresponding solution and roadmaps, enable it to better play a role in the joint prevention and control of regional air pollution in our country.
