摘　　要：根据重庆市环境信息化现状和已有基础,分析重庆市环境数据中心建设存在的差距,在对重庆市环保局进行业务需求分析的基础上,设计符合现阶段和未来各业务系统建设对信息资源共享协同要求的环境数据中心。同时介绍了重庆环境数据中心规划的关键业务能力、关键技术以及系统特色和优势,并对整体的规划进行了总结。研究指出,随着全社会对环境问题的日益关注,社会各部门和公众对环境数据共享与服务的需求也越来越迫切,建设重庆市数据中心,整理整合并共享各类环境数据,不仅是重庆市环境管理工作的需要,也是重庆市环境保护工作的必然要求。环境数据中心的建设对于整个环保行业的管理效率的提升有着重要的作用和意义,想要系统全面的建设一个具有战略意义的环境数据中心,应从以下三个方面开始入手:一是必须理顺好环保单位各个部门之间的业务关联关系;二是考虑好如何能够使用权限管理来解决数据安全问题;三是处理好上下级数据中心的连接、共享、交换、存储等问题。According to the Chongqing environmental informatization status and existing foundation, analyses the gap between the Chongqing city environmental data center and other places＇ date centers. Analyses the business needs to Chongqing Environmental Protection Bureau, and design environmental data center meeting information resources collaborative requirements of the present and future system. At the same time, introduce the key business ability, key techniques, and the system characteristics and advantages. At last, the overall planning is summarized. The research indicates that as the whole society concern for environmental problems, the social various departments and the public demand for data sharing and service environment is becoming more and more urgent, construction of data center of Chongqing, integration and sharing of environmental data, is not only the need of environmental management in Chongqing, and is the inevitable requirement of environmental protection work in Chongqing. Environmental data center for the construction of environmental protection industry to promote the efficiency of management has important function and meaning, comprehensive construction of a strategic system of data center environment, starts from the following three aspects ： first it is to straighten out good business relationship between environmental protection unit of each department; secondly it is to consider how to use rights management to solve the problem of data security; third it is to deal with data center of the connection between the superior and the subordinate, share, exchange, storage, and other issues.
