摘　　要：城镇化过程中的城乡结合部社会管理问题日益成为社会稳定的重要课题,本文从财政政策的角度,以上海市城乡结合部为例,分析了促进社会管理创新的财政政策框架。建议以基本公共服务均等化为政策目标,完善市区两级财政管理体制,推进全过程的绩效预算管理,选择多样化的财政支出工具,并发挥税收的多重智能,培育非营利组织,促进城乡结合部社会管理创新,最后讨论了全方位推进社会管理创新的配套政策。In the process of urbanization,social management in the rural-urban continuum has become an important issue.This article takes Shanghai rural-urban continuum as an example to analyze the fiscal policy framework and matching policies to promote social management innovation.Through study,the author provides several policy suggestions： taking basic public service equality as policy target;promoting full-process performance budget management;using various fiscal expenditure tools;expanding taxation functions;and nurturing non-profitable organizations..
