清代土默特地区卡伦的职能及其管理

摘　　要：卡伦是清朝政府主要在北疆地区设立的具有执行巡查、稽捕等任务的军事哨所。清代在归化城土默特地区根据形势需要设置了诸多卡伦,以稽查盗贼,保护行旅,防止牧民非法越界放牧,检查过往行人的票照,确保封禁政策的实施。为有效管理卡伦,清政府制定了严格的管理措施,如建立奖惩制度,定立巡缉章程,定期巡查汇报等。卡伦制度的实施,维护了土默特地区的社会稳定,保证了清朝政府对漠南归化城地区封禁政策的实现。A lot of Kalun were set up in Tumote area in Qing Dynasty, in order to check burglars, protect pe- destrians, prevent herdsmen from illegally crossing the border to graze, inspect the passport system of the Mongolia region, and ensure the implementation of the banning policy. Strict measures were taken by the Qing government to manage Kalun effectively. For example, the government established mechanism of reward and punishment; made the inspection of articles and periodic reporting system, etc. Meanwhile, it provided adequate funding for protec- tion. The implementation of the Kalun system maintained social order and stability in Tumote area, ensured that the banning policy was carried out by the Qing government in the Monan -Mongolia.
