摘　　要：公共性、外部性等问题的存在,导致城市大气环境保护中出现市场失灵的现象,从而对地方政府提出了制度要求。但现实情况表明,以GDP为核心的政绩考核,弱化了地方政府治理城市大气污染的能力。因此,建立政府为主体、市场补充、社会参与的多中心制度供给,破解构建环境友好型社会瓶颈。Public,exterior and other problems,leads to the city atmospheric environment protection market failure,thus the local governments put forward the system requirements,and however,the reality is that,with GDP as the core of the performance evaluation of local governments,weakens the city air pollution ability.Therefore,to establish the governments as the main body,market,social participation in multicenter institutional supply,break the bottleneck of constructing an environmental friendly society.
